So, its on and off. It will work for awhile, and then it just stops
working. I'll see is a timeout. Do you guys have rate limiting, or
something?

Ooops, sorry I missed your last reply, no we don't have any limits or something like that when using the api.
Do you still have the same issue, we are constantly checking if api is down or up but if its slow maybe we should add another server for the api. So i'll be glad if you can inform me.

I confirm that the API is down for me since 3 pm French time.

The api (http://api-public.addthis.com/) is currently down for me. It just throws a 404 error.
